The United States Anti-Doping Agency (USADA) performed 1,208 domestic doping control tests during the third quarter of 2003, USADA Chief Executive Officer Terry Madden announced Friday. Those 1,208 doping control tests cover 49 sports.
Five hundred fifty-one no-advance-notice out-of-competition (OOC) tests were conducted between July 1 and Sept. 30, 2003, and 117 advance-notice out-of-competition tests were completed during this same time period. There are two types of OOC testing: no-advance-notice testing and advance-notice.
The no-advance-notice OOC testing may be conducted at any time, whether at an athlete’s home or training venue, and without prior notice. Advance-notice OOC testing is classified as when an athlete may know testing will occur prior to being notified. An example of advance-notice testing would be a test conducted during a training camp.
The remaining 540 tests were conducted in-competition during the third quarter. Those 540 tests tested were completed at 38 competitions.
Among the 29 adverselaboratory findings received during the third quarter, eight cases were for samples for which the athlete had prior medical waiver on file for the use of a restricted substance (salbutamol). The test results are thus reported as negative with respect to a doping offense. The detection of a banned substance may or may not be ruled a doping violation. The other adverse findings include six cases for prohibited anabolic agents for U.S. athletes, plus 11 cases for stimulants, two cases for cannabinoids, one case involving beta-blockers and one case for peptide hormones, mimetics and analogues (EPO).
In addition, three adverse findings on non-U.S. athletes were referred to the responsible international federations for detection of anabolic agents.
Sanctions for four cases from third quarter in 2003, plus two cases from each of the first and second quarters 2003 were announced during the third quarter of 2003.
During the third quarter of 2003, USADA performed 163 tests for other national anti-doping agencies and international federations. There were seven tests completed under USADA’s bilateral agreements, as two U.S. athletes were tested by the Australian Sports Drug Agency (ASDA), and the Canadian Center for Ethics in Sports (CCES) performed five tests on U.S. athletes.
USADA is the independent anti-doping agency for Olympic sports in the United States, and is responsible for managing the testing and adjudication process for U.S. Olympic, Pan Am and Paralympic athletes. USADA is equally dedicated to preserving the integrity of sport through research initiatives and educational programs.
The breakdown of tests can be found following this release. USADA announces its test findings four times annually. The 2003 fourth quarter findings will be announced in early 2004.
