The United States Anti-Doping Agency (USADA) performed 6,890 domestic doping control tests during 2003, USADA Chief Executive Officer Terry Madden announced Tuesday.
Those 6,890 doping control tests cover 60 sports. Overall, 48 percent (3,330) of the 2003 tests were no-advance-notice out-of-competition tests, in comparison to 42 percent in 2002.
In the fourth quarter of 2003, USADA completed 1,378 domestic doping control tests. Those 1,378 doping control tests involve 52 sports.
“USADA feels that no-advance-notice out-of-competition testing is one of the best deterrents against doping in sport,” said Madden. “We have increased our overall testing numbers on an annual basis, and look to increase our testing to approximately 8,000 tests in 2004 and our percentage of OOC testing to better than 50 percent in 2004.”
USADA conducted 901 no-advance-notice out-of-competition (OOC) tests between Oct. 1 and Dec. 31, 2003, and 96 advance-notice out-of-competition tests were completed during this same period. There are two types of OOC testing: no-advance-notice testing and advance-notice.
The no-advance-notice OOC testing may be conducted at any time, whether at an athlete’s home or training venue, and without prior notice. Advance-notice OOC testing is classified as when an athlete may know testing will occur prior to being notified. An example of advance-notice testing would be a test conducted during a training camp.
The remaining 381 tests were conducted in-competition during the fourth quarter. Those 381 tests tested were completed at 33 events.
There were six adverse laboratory findings received during the fourth quarter of 2003. The detection of a banned substance may or may not be ultimately determined to be a doping violation. The adverse findings include three cases for prohibited anabolic agents and two cases involving stimulants for U.S. athletes. The remaining adverse finding was on a non-U.S. athlete for detection of a beta-2 agonist and was referred to the responsible international federation.
There were two initial laboratory reports for samples for which the athletes had prior medical waivers on file for the use of the restricted substance. These test results are statistically reported as negative.
In the fourth quarter of 2003, USADA announced sanctions for one case from each the third and fourth quarters in 2003, plus three cases from second quarter 2003 and one case from the first quarter 2003.
One case from both the first and second quarter 2003 were referred to the American Arbitration Association (AAA)/Court of Arbitration for Sport (CAS) hearing process. The AAA/CAS hearing process begins after USADA has charged an athlete with a doping offense, and the athlete has elected not to accept the sanction sought by USADA. Plus, USADA did not go forward on two cases that the independent Anti-Doping Review Panel recommended did not to have sufficient basis to proceed.
During the fourth quarter of 2003, USADA performed 60 tests for other national anti-doping agencies and international federations. There were 22 tests completed under USADA’s bilateral agreements, as Canadian Center for Ethics in Sports (CCES) performed seven tests on U.S. athletes, and the USADA performed 15 tests on Australian athletes. In 2003, USADA conducted 412 tests for various national anti-doping agencies and international federations.
USADA is the independent anti-doping agency for Olympic sports in the United States, and is responsible for managing the testing and adjudication process for the Olympic movement in the United States. USADA is equally dedicated to preserving the integrity of sport through research initiatives and educational programs.
USADA announces its test findings four times annually. USADA will announce 2004 first quarter statistics in the spring.
